Two soldiers from the North Korean navy are accidentally drift into South Korea after falling asleep during a fishing trip. Broke and unable to get home, they enter a singing contest whose grand prize is a trip to North Korea.
During the 70s the Korean government worries about overpopulation. A young and idealist woman is designated a village and goes to preach the gospel of population control to the traditional villagers.
